On April 10, 2014, the Maryland State Police Apprehension Team (Salisbury) distributed an officer safety bulletin for a subject with an active Maryland Parole Retake Warrant. The subject, who is a registered sex offender (violent assault and rape), was said to have extreme violent tendencies and also suffered from a mental disorder. According to the bulletin, the subject was last seen in the Crisfield area and could be traveling to Washington, D.C. with his girlfriend in a 2007 maroon Hummer H2 bearing a Maryland registration plate. The subject also made several statements in regards to law enforcement trying to arrest him and that he would "have a surprise for them". As a result of this, the subject's vehicle information was manually entered in the MCAC's LPR database. Should this vehicle pass an LPR system (fixed or mobile), it would alert officers of the open warrant and potential danger. Then, on April 22, 2014 at approximately 4:20 PM, the vehicle described above passed by an LPR located in Ocean City, Maryland. Within minutes, the Ocean City police were able to locate and stop the vehicle. Operating the vehicle was the wanted subject, who was placed in custody without incident.
